Excessive speed was such a problem in Astoria during the 1880's that the City Council passed an ordinance prohibiting persons from riding or driving a beast of burden with the city limits at a speed greater than 6 miles per hour. A few years later, bicycles so imperiled traffic that a state law was enacted that mandated cyclists to halt within 100 yards of a team, dismount and remain standing until the horses had passed. On this day in 1886, The Daily Astorian published the following commentary on this statute, "This law may be a good one, but it does not go far enough; it should be amended so as to compel the bicyclist to take off his hat and remain uncovered while the driver of the team is passing."
