On this day in 1849 The Oregon Territorial Legislature passed an act to set up a free system of public schools, create a common school fund, and levy a tax for the support of the common schools. The bill also provided for the biennial election of a school superintendent by the legislature. Each county would be divided into school districts by a school commisioner appointed for that county, and teachers would be required to obtain certificates of qualification and good moral character.
